Yes the Lord hears, always…
1 Behold, the LORD’s hand is not shortened, that it cannot save; neither his ear heavy, that it cannot hear:” Isaiah 59:1
But there are people that he chose not to hear. Who are they?
The sinners.
31 Now we know that God heareth not sinners: but if any man be a worshiper of God, and doeth his will, him he heareth.” – John 9:31
Sinners who blatantly choose to keep on sinning are the ones that God choose not to hear, BUT if they change their heart and opt to worship and follow God, he hears them.
God hears the righteous
15 The eyes of the LORD are upon the righteous, and his ears are open unto their cry.” – Psalms 34:15
Recorded in the Book of remembrance
God always hear us and whatever he hears from us is recorded on the book of remembrance
13 Your words have been stout against me, saith the LORD. Yet ye say, What have we spoken so much against thee?
14 Ye have said, It is vain to serve God: and what profit is it that we have kept his ordinance, and that we have walked mournfully before the LORD of hosts?
15 And now we call the proud happy; yea, they that work wickedness are set up; yea, they that tempt God are even delivered.
16 Then they that feared the LORD spoke often one to another: and the LORD hearkened, and heard it, and a book of remembrance was written before him for them that feared the LORD, and that thought upon his name.
17 And they shall be mine, saith the LORD of hosts, in that day when I make up my jewels; and I will spare them, as a man spareth his own son that serveth him.
18 Then shall ye return, and discern between the righteous and the wicked, between him that serveth God and him that serveth him not.”

1. God hears our complaints
1 And when the people complained, it displeased the LORD: and the LORD heard it; and his anger was kindled; and the fire of the LORD burnt among them, and consumed them that were in the uttermost parts of the camp.
2 And the people cried unto Moses; and when Moses prayed unto the LORD, the fire was quenched.
3 And he called the name of the place Taberah: because the fire of the LORD burnt among them.”

2. God hears our groaning
32 Saying, I am the God of thy fathers, the God of Abraham, and the God of Isaac, and the God of Jacob. Then Moses trembled, and durst not behold.
33 Then said the Lord to him, Put off thy shoes from thy feet: for the place where thou standest is holy ground.
34 I have seen, I have seen the affliction of my people which is in Egypt, and I have heard their groaning, and am come down to deliver them. And now come, I will send thee into Egypt.”

3. God hears the cries of those who were taken advantaged of
Behold, the wage of the labourers, who have reaped down your fields, that which you have fraudulently kept back, cries: and the cry of the reapers has already entered into the ears of the LORD of sabaoth.”

The right attitude: Confidence that God hears you
8 Depart from me, all ye workers of iniquity; for the LORD hath heard the voice of my weeping.
9 The LORD hath heard my supplication; the LORD will receive my prayer.”

God hears us so He knows if we doubt what he can do
23 And the LORD said unto Moses, Is the LORD’s hand waxed short? thou shalt see now whether my word shall come to pass unto thee or not.” – Numbers 11:23
God is calling us
12 Then shall ye call upon me, and ye shall go and pray unto me, and I will hearken unto you.
13 And ye shall seek me, and find me, when ye shall search for me with all your heart.
14 And I will be found of you, saith the LORD: and I will turn away your captivity, and I will gather you from all the nations, and from all the places whither I have driven you, saith the LORD; and I will bring you again into the place whence I caused you to be carried away captive.”
